The 2000 Philippine census states there are approximately 121,000 Deaf people living in the Philippines, and recent research indicates that unemployment among Deaf people may be 90-95%.
The Philippine Federation of the Deaf (PFD), has 18 member organizations serving various sub-cultures and regions of the Philippines. However, most of these organizations are run by only one or two people, making long-term sustainability a challenge. PFD has identified leadership succession and a need for increased organizational management training (leadership, strategic planning, fund development, government reporting, etc.) as their greatest needs for improvement.
To address these issues, PFD established the Sustainability Sub Committee in collaboration with DDW to: 1) Create an organizational management training manual accessible in written English and Filipino Sign Language, and 2) Provide workshops on various aspects of organizational management to member organizations and potential leaders.
